In consonance with the plans and programs of our new government, under the leadership of  Pres. Gloria Macapagal Arroyo, relevant to its commitment to the task of nation building and healing, the  Municipal Development Plan from 2002-2004 is formulated through the concerted efforts of the Municipal Planning and Development Office and the sectoral agencies in the municipality. It is our hope that the development thrusts in the Municipality of Diplahan for the period can be fully realized.

    The constituents in this municipality are fully aware of  the transformation taking place in the whole country, not only in the exercise of responsible freedom, but also in the upliftment of our economic and social condition after the change in the national leadership took place.

    The need to sustain, accelerate, or diversify food production, limited employment opportunities, inadequate infrastructure support facilities, slow industrial growth, inadequate basic social services, and unstable peace and order condition are the major challenges obtaining in the country today. We hope that in a span of three years,  the proposed programs and projects reflected in the Municipal Development Plan will respond to these challenges.

    We are optimistic that these development efforts in the Municipality of Diplahan from 2002-2004, through the implementing agencies, will help us achieve the improvement of the quality of life of our people in the Municipality.
